Eleanor L. Harvill, Ph.D., is a Scientist in Social and Economic Policy at Abt Associates. Dr. Harvill specializes in the evaluation of educational and anti-poverty programs and in the methodological tools underpinning those evaluations. She has experience designing and implementing the full range of evaluations, from large multi-site experimental designs to small scale quasi-experimental studies. Currently, Dr. Harvill is the co-Principal Investigator of an IES Research Methodology grant focusing on analysis of mediation in experimental evaluations and leads analysis for the experimental evaluation of the Health Profession Opportunity Grants (HPOG) program (Client: ACF\HHS), a career pathways program providing postsecondary education and training in the health professions with the goal of increasing educational attainment and earnings. Dr. Harvill has led teams conducting WWC-style reviews, collecting primary and state administrative data, developing new methods for analyzing experimental data, and analyzing both experimental and non-experimental data. Dr. Harvill earned her Ph.D. in Economics at the University of Pennsylvania. Prior to graduate school, Dr. Harvill taught math in San Bruno, California.
Shawn Moulton, Ph.D., is a Scientist in the Social and Economic Policy at Abt Associates. Dr. Moulton’s background includes designing experimental and quasi-experimental evaluations of education, housing, and workforce interventions. He has directed the quantitative data analyses of numerous social policy studies. Currently, Dr. Moulton is the co-Principal Investigator of an IES Research Methodology grant focusing on analysis of mediation in experimental evaluations. Additionally, he is the Director of Analysis for HUD’s First Time Homebuyer Study, which aims understand the impact of different types of homebuyer education and counseling interventions through a randomized controlled trial. He is a What Works Clearinghouse certified reviewer and has extensive experience providing technical assistance on evaluation plans. Dr. Moulton received his Ph.D. in Economics from the University of Notre Dame.
Laura R. Peck, Ph.D., is a Principal Scientist at Abt Associates with more than 20 years of experience evaluating social policies and programs. Prior to joining Abt in 2011, Dr. Peck had been a tenured professor at the Arizona State University School of Public Affairs, where she taught graduate-level policy analysis, program evaluation and research methods since 2001. At Abt Associates she is the PI, Co-PI or Director of Analysis for several major national evaluations for the U.S. Departments of Health and Human Services, Labor, and Housing and Urban Development. She earned her Ph.D. from the Wagner Graduate School at New York University.
